Petersburger Dialog: „Chance auf normalere Phase der Beziehungen“ – Pofalla (Sputnik)

Als einziges offizielles Dialogforum in Zeiten der Sanktionen trägt der Petersburger Dialog besondere Verantwortung, wie Ronald Pofalla, deutscher Co-Vorsitzender des deutsch-russischen Gremiums, sagt: „Wir haben die Chance, die unterschiedlichen Positionen auszutauschen und dafür zu werben, wenigstens die andere Position zu verstehen.“

In einem Interview für die Nachrichtenagentur RIA Novosti im Vorfeld der Tagung des Dialogs sagte Pofalla:

„Wir sind in einer Phase, die wahrscheinlich als die schwierigste seit 1990 angesehen werden kann. Und dennoch haben wir die Chance, wenn wesentliche Teile des Minsk-2-Abkommens umgesetzt werden können, wieder in eine normalere Phase der Beziehungen zurückzukommen.“

Türkei: neue Zusammenstöße mit Rebellen (Sputnik)

Zu Zusammenstößen ist es am Sonntag im Istanbuler Flughafen Sabiha Gökcen gekommen. Wie Reuters unter Berufung auf einen türkischen Beamtensprecher meldet, mussten türkische Sicherheitsbehörden dabei Warnschüsse abgeben.

„Die Situation befindet sich unter Kontrolle“, hieß es.

Auch aus dem Luftwaffenstützpunkt in der türkischen Stadt Konya wurden Zusammenstöße zwischen Putschisten und Sicherheitskräften gekommen. Auch dort werde die Situation mittlerweile ebenfalls wieder von den Behörden kontrolliert.

French Ministers Calls on Citizens to Become Reservists (teleSUR)

His call comes after a cascade of criticisms against the government for failing to prevent a wave of terrorist attacks.

French Interior Minister Bernard Cazeneuve urged French civilians Saturday to join the military reserves to help the country tackle a wave of terrorist attacks that have befalled France in recent months.

„I want to call on all French patriots who wish to do so, to join this operational reserve,“ said Cazeneuve adding that France’s „operational reservists“ include French citizens with or without military experience as well as former soldiers.

His call comes after many French citizens have criticized the government for not doing more to protect innocent bystanders.

Meanwhile French President Francois Hollande said Friday that reservists would be called upon to boost the ranks of police and gendarmes.

The operational reserve is currently made up of 12,000 volunteers, 9,000 of whom are within the paramilitary police and 3,000 in the regular police force, said Cazeneuve.

„We are going to reinforce the presence of security forces across the country,“ he added.

He said the number of security forces deployed to protect the population was nearly 100,000, including 53,000 police, 36,000 para-military police and 10,000 soldiers

Turkey turmoil: Foreign plot or staged coup (Press TV)

Some of the soldiers detained in Turkey have reportedly told interrogators they were not aware they were part of a coup attempt.
The most dramatic fallout from the event, however, was suggestions by Turkish state officials that the US was involved in the failed coup.

CIA director John O. Brennan on geoengineering & stratospheric aerosol injection

Potential to alter weather patterns and benefit certain regions of the world at the expense of other regions.

Another example is the array of technologies, often referred to collectively as geoengineering, that potentially could help reverse the warming effects of global climate change. One that has gained my personal attention is stratospheric aerosol injection, or SAI: a method of seeding the stratosphere with particles that can help reflect the sun’s heat in much the same way that volcanic eruptions do.

An SAI program could limit global temperature increases, reducing some risks associated with higher temperatures, and providing the world economy additional time to transition from fossil fuels.

This process is also relatively inexpensive. The National Research Council estimates that a fully deployed SAI program would cost about $10 billion yearly.

As promising as it may be, moving forward on SAI would also raise a number of challenges for our government and for the international community. On the technical side, greenhouse gas emission reductions would still have to accompany SAI to address other climate change effects, such as ocean acidification, because SAI alone would not remove greenhouse gases from the atmosphere.

On the geopolitical side, the technology’s potential to alter weather patterns and benefit certain regions of the world at the expense of other regions could trigger sharp opposition by some nations. Others might seize on SAI’s benefits and back away from their commitment to carbon dioxide reductions.

And as with other breakthrough technologies, global norms and standards are lacking to guide the deployment and implementation of SAI and other geoengineering initiatives.

Now, I could go on and on and on and on about the things that fascinate me. But rather than talk about them, I thought I’d stop here and start the conversation with Judy, and then I can take some of your questions.

Im neuen „Weißbuch zur Sicherheitspolitik und zur Zukunft der Bundeswehr“ formuliert die Bundesregierung offiziell ihren Anspruch auf eine führende Rolle in der Weltpolitik. „Deutschlands sicherheitspolitischer Horizont ist global“, heißt es in dem gestern veröffentlichten Dokument, das als „das oberste sicherheitspolitische Grundlagendokument Deutschlands“ firmiert. Berlin sei bereit, „Führung zu übernehmen“, heißt es weiter; gefordert wird die ständige Mitgliedschaft im UN-Sicherheitsrat. Insgesamt geht die Bundesregierung zwar von einem ökonomischen und infolgedessen auch politisch-militärischen Einflussverlust der westlichen Mächte aus; sie erklärt, „das internationale System“ entwickle sich hin zu einer „multipolaren Ordnung“. Doch blieben die Vereinigten „auch in einer derart multipolaren Welt“ eine prägende Macht; insofern werde man militärisch weiterhin „gemeinsam mit den USA“ die größte Schlagkraft entwickeln können. Freilich müssten „unsere amerikanischen Partner“ von nun an „den Weg gemeinsamer Entscheidungsfindung gehen“. Bezüglich Russlands spricht das Weißbuch explizit von „strategischer Rivalität“. Diese resultiere daraus, dass Moskau sich in der Weltpolitik „als eigenständiges Gravitationszentrum“ präsentiere.

In deutschen Medien freut man sich über die vermeintliche Entschlossenheit der NATO gegenüber der angeblichen „russischen Gefahr“. Tatsächlich deutet das Schlusskommuniqué jedoch darauf hin, dass die Scharfmacher ausgebremst worden sind.

Das hat es in der Geschichte der NATO-Gipfeltreffen noch nicht gegeben: Das in Englisch abgefasste Abschlusskommuniqué der NATO-Staatsoberhäupter und Regierungschefs gleicht diesmal einem Roman, mit 16.500 Wörtern auf über 30 Din-A4 Seiten. Die spontane Reaktion einer langjährigen ehemaligen Mitarbeiterin des NATO-Generalsekretariats in Brüssel auf dessen Inhalt lautete: „Ein deutlicheres Zeichen, dass man sich nicht einig war, kann es gar nicht geben“.
